Join a pivotal leadership role at the forefront of health care innovation. As Associate Vice President of Clinical Care Transformation, you will lead one of MedStar Health's most strategically important departments—its systemwide engine for population health, care model innovation, and value-based transformation.
In this role, you will oversee a diverse portfolio of programs designed to improve outcomes for complex and high-risk populations. These initiatives include community health programs, chronic disease management, targeted care models for high-cost utilizers, and transitional care strategies spanning all 10 hospitals across MedStar Health.
Working closely with senior leadership, you will help define strategy, establish performance measures, and ensure clinical transformation efforts align with enterprise priorities. You will also strengthen partnerships across internal and external stakeholders while fostering a culture of accountability, innovation, and continuous improvement.

The Associate Vice President will drive innovation in value-based payment models and identify opportunities for growth, operational efficiency, and revenue generation.

Primary Duties and Responsibilities
- Develops department goals objectives policies and procedures. Ensures compliance with business unit policies and procedures and governmental and accreditation regulations.
- Develops and recommends annual operating budgets for Clinical Care Transformation and all roll-up programmatic budgets.
- Selects trains orients and assigns department staff. Develops standards of performance evaluates performance and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs provide feedback discuss new developments and exchange information.
- Determine key deliverables and outcome measures for clinical programs and lead teams to achieve those metrics.
- Develop and implement tools to effectively evaluate CCT programs including patient/family experience utilization trends clinical quality measures and cost. Eliminate ineffective programs and expand successful programs aligned with overall health system goals.
- Build analytic dashboards within CCT programs to reflect operational work & standardized actionable outcomes; as well as support value-based payment models and other start-up opportunities.
- Performs personnel management functions either directly or through delegation to other leads. Includes but not limited to hiring termination disciplinary procedures mentoring professional development annual review salary increases and programmatic reorganizations.
- Develop and implement yearly operational plan based on the strategic plan and incorporating resource allocation decisions with input from Vice President of CCT and Senior Leadership team.
- Strengthen and identify new opportunities and partnerships that will enhance MedStar's strategic priorities.
- Collaborate and partner in the negotiation of contracts with provider groups and other entities that align with CCT strategic direction for value-based care. Responsible for enforcement of contractual obligations.
- Develops effective working relationships with key internal and external stakeholders. Negotiates and resolves problems as necessary for CCT programs' functionality and system-wide approach.
- Demonstrates behavior consistent with MedStar SPIRIT values and mission goals and objectives and patient care philosophies.
- Participates in meetings and on committees and represents the department and business unit in community outreach efforts.
- Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.
Minimal Qualifications
Education
- Master's degree in Healthcare Administration or related field required
Experience
- Minimum of seven (7) years of progressive experience or leadership in value-based care leadership which includes leading teams program & financial management project management and building system capacity. required
- Prior experience in consulting health plan care delivery health care technology or health care services organization required. required
- Experience creating and implementing business strategies aligned with organizational goals. required
Knowledge Skills and Abilities
- Strong analytical organizational and planning skills. Must be proficient in Microsoft Office.
- Good communication skills both verbal and written ability to present ideas in understandable terms.
- Ability to train teach and influence people at all levels to grow programs thoughtfully and effectively.
- Strong understanding of value-based care and government programs (i.e. Medicaid and Medicare).
- Excellent leadership skills including ability to think strategically develop vision and execute for results.
This position has a hiring range of
USD $201,000.00 - USD $272,000.00 /Yr.
